Permissions action button doesn't work if the plugin entity has customized permission logic

Description

This fix allow plugins to override the default behavior in PermissionServiceImpl#checkPermission. To use this, the plugin needs to define a asset-renderer-factory in liferay-portlet.xml. See AssetRendererFactory#hasPermission.
