Can not send announcements to an Organization Site

Description

To repeat:

  1. Create An Organization in Liferay
  2. Add a site to the Organization (Edit the organization and select Create Organization site)
  3. Add a user directly to the site you created using the site memberships portlet in the control panel)
  4. As the Site Administrator of the site created above access the announcements portlet; you will see that the site does not appear in the distribution scope only the organization (see attached screenshot). This means there is no way to send an announcement so that the member added directly to the site above can see it.

Organization site does not appear in the distribution scope on Announcements portlet.
