Description
Currently there are two strategies in order to provide whom is the author of the imported data from a LAR.
Current UserId: if the owned/author of the data is not found, the user that launched the import action will be assigned.
Always current userId: the content is allways assigned to the user importing the LAR file.
To have an easy way of provide new userId strategies in the import phase is interesting to sharing data between different instances with the same set of users without lost the owned of the content.

The new UI for staging that is in the works may already address this. Basically, it will let the importer decide to which user assign the imported content. See attached mockup for details.
Does that cover the user cases you have in mind?
