Steps to reproduce / testing done:
1. Add Announcement portlet to page
2. Create custom Announcement role (Regular or Site).
3. Under define permissions, select all permissions for announcements from Site application.
4. Create new user and assign user this role.
5. Sign in as new user.
Results of steps / testing:
Manage Entries tab is available. However, cannot select distribution scope.
The user can't access the distribution scope because he doesn't have permission to it. If you go to Define Permissions -> Portal -> Roles/Sites/Users and Organizations, you'll find a permission called 'Manage Announcements'. Giving that to the user will allow him to set the distribution scope.
