Form Fields for tas, categories, and permissions need labels.

Tags label already exists for form field. Pull request adds title attr to category select button and the three buttons under the tags input. Labels already included for Permissions; tested with safari on mac with each permission and VoiceOver gave me the correct description for each.

PASSED Manual Testing using the following steps:

1. Go to control panel -> Users and Organizations.
2. Use Firebug to inspect element search field.

Reproduced on:
Tomcat 7.0 + MySQL 5. Portal 6.1.20 EE GA2.

The search form field contains "Title= Search Users and Organizations".

Fixed on:
Tomcat 6.0 + MySQL 5. Portal 6.0.x GIT ID: e53c5591ff04ae560f54fffea8412ff873187c75
Tomcat 7.0 + MySQL 5. Portal 6.1.x EE GIT ID: 80711f5b10ae8dbbd9e6f2befeb9f20437ae8fbe.

The search form field contains "Title=Search" on 6.2.x portal and 6.0.x portal.
