Folder Icons throughout Portal needs alternate text

According to http://www.w3.org/TR/WCAG20-TECHS/H67.html, we do not need to fix this because the folder icons are just a decorative image. It does has a text label of the folder name next to it, so we do not need to add alternate text to the image.
