Description
The description of "index.on.upgrade" property is incomplete/misleading:
# # Set this to true if you want to index your entire library of files after # an upgrade. Only set this property to false if you are running a small # upgrade and you do not need to reindex everything. # index.on.upgrade=true
The description should point out unambiguously that certain data won't be visible after upgrade if this property is set to false during the upgrade process. In this case full reindexing is needed.
It should also mention the following properties to get the data from database if reindexing is not an option:
organizations.search.with.index=false users.search.with.index=false journal.articles.search.with.index=false

All tickets with status of "Selected for Development" will be merged into "backlog" status.
"Backlog" status will be changed "Verified" status.
