Description
Summary: Trying to resize the web content editor window in Chrome does not currently work.
Steps to reproduce:
1)Spin up a vanilla Liferay bundle
2)Login as admin
3)Add a web content display portlet to the homepage
4)Click the add button
5)Enter a title
6)Paste in a few paragraphs of text
7)Try to resize the editor window by clicking and dragging the resize icon at the bottom right of the edit window.
8)Page scroll returns to top of page and entire column of edit window becomes selected. It's not possible to resize the window down. The resize operation then becomes stuck and any movement of the mouse horizontally resizes the window. The user needs to move their mouse up and click on a blank area of the page to stop this from happening. (see screenshot)

Reproduced on:
Tomcat 7.0 + MySQL 5. Google Chrome 23. Portal 6.1.x EE GIT ID: 8534bc32bfd6cdda46cb1f119ccda49431b180f3.
Tomcat 7.0 + MySQL 5. Google Chrome 23. Portal 6.2.x GIT ID: b72be66fa9818d6f1b3d3f525f929f55a4c6f4c1.
When resizing web content editor window, the entire column of edit window is selected.
