Error in Sign in portlet when setup wizard is enabled

Description

When the setup wizard is enabled an error displays in the sign in portlet.

1. Start liferay with 

setup.wizard.enabled=true

this should be default
2. Navigate to the Home page and the error "Your request failed to complete. " displays in the Sign In portlet.

  • The error goes away if you restart the portal
