User can move a locked document to Recycle Bin

Description

A user with edit permissions is able to move a locked document to the recycle bin.

Steps to reproduce:

  1. Use Super Admin to Add Document
  2. Use same user to Checkout Document
  3. Sign in as another user with permission to edit and delete document
  4. Move document to Recycle Bin

A created user should not be able to do step #4

PASSED Manual Testing following the steps in the description.

Fixed on:
Tomcat 7.0 + MySQL 5. Portal 6.1.x EE GIT ID: 74b061f8f1db0a6526e1df46b79e9738f67369cb.
Tomcat 7.0 + MySQL 5. Portal 6.2.x GIT ID: 6a82d3783eb34c57c50b36377bee17e3ec1b48aa.

User will now see this when he tries to move a locked document.

"You cannot modify this document because it was locked by law on 12/13/12 7:21 PM. "
