Manage Page/Manage Page Layout refreshes twice

Description

First, the page frame loads, then the entire Manage Page reloads. See screenshots.

To reproduce:
1. On any page, click on the Manage dropdown -> Page
2. Create a new page.
3. Click on the title of that new page.
You'll see it load once in the "Details" frame, and then again on the entire Manage Page frame.

This does not occur when going through the Control Panel, you have to go through Manage dropdown -> Page

This could be a result of an improper fix from LPS-30593.

PASSED Manual Testing following the steps in the description.

Reproduced on:
Tomcat 7.0 + MySQL 5. Portal 6.2.x GIT ID: 691ac26a4ecbf8dd00638954df036f2d15c4fc77.

When click on the title of that new page, I will see it load once in the "Details" frame and then again on the entire Manage Page frame.

Fixed on:
Tomcat 7.0 + MySQL 5. Portal 6.1.x EE GIT ID: 0dc5553f4b154b1cc6c894d4006883efa0328bfa.
Tomcat 7.0 + MySQL 5. Portal 6.2.x GIT ID: 9741331a07b220cba5079904f59267700dd06550.
