Add button in the Web Content portlet does not display properly in Internet Explorer 7

Description

1. Launch a clean bundle of Liferay
2. View Liferay in Internet Explorer 7
3. Navigate to Control Panel -> Web Content
4. Click on Structures and add a structure
5. Click on Web Content and the "Add" button is on the right side of the screen

This is not an issue on Trunk because the GUI has been completely redone. Since it is a large change, it is not feasible to backport it, thus this new fix has been made for 6.1.X only.

PASSED Manual Testing following the steps in the description.

Reproduced on:
Tomcat 7.0 + MySQL 5. Portal 6.1.1 CE GA2.

You can see the "Add" button is on the right side.

Fixed on:
Tomcat 7.0 + MySQL 5. Portal 6.1.x EE GIT ID: 497a904766537670a24cd6b89914c6c0e52def42.

The "Add" button is on the left side.
