When adding users through web service and no workflow is activated, users are created with inactive statuses

Description

This issue is created when we added support for workflow when creating users. The work around is to simply set the workflow action to serviceContext.setWorkflowAction(WorkflowConstants.ACTION_PUBLISH);

Before calling the user web service.

PASSED Manual Testing using the following steps:

  1. Create liferay project in IDE [eg: Liferay Developer Studio or eclipse].
  2. Move UserTest.java[see LPP-5241] file to portal-impl\src\com\liferay.
  3. compile the file.
  4. Modify portal-ext file following:
    1. company.security.auth.type=screenName.
  5. Put kaleo-web.war to deploy.
  6. Start tomcat server.
  7. Run UserTest on IDE.
  8. Go to Control Panel => Users and Organizations.

Reproduced on:
Tomcat 7.0 + MySQL 5. Win XP3. Portal 6.1.x EE GIT ID: 79d717c1846dece22e83cbcc471d06dc6111d035.

New users are created with inactive status.

Fixed on:
Tomcat 7.0 + MySQL 5. Win XP3. Portal 6.1.x EE GIT ID: dc4f6b282280f67c687028d0de476355510f141e.
Tomcat 7.0 + MySQL 5. Win XP3. Portal 6.2.x GIT ID: 26da1e19d025bad8e1495d1a98a292e9c5d89590.

The new users are created with active status.
