Generate sites admin role with permissions

Description

we've created a role Global Sites Admin. We've assigned him roles listed below. We'd expect him to see also private Sites created by other users. But he does not. Only the administrator sees all sites.

Portal > General > all selected (all just out of desperation, we want this restricted more)
Portal > Roles > all selected
Portal > Sites > all selected
Portal > Users and Organizations > all selected

Site Applications > My sites > all selected

Control Panel: Site > Site Memberships > all selected
Control Panel: Site > Site Pages > all selected
Control Panel: Site > Site Settings > all selected

Control Panel: Portal > Sites > all selected
Control Panel: Portal > Roles > all selected
Control Panel: Portal > Users and Organizations > all selected

Expected behaviour:
Role with these permissions can see all sites in the controll panel's sites section:
Portal > Sites > View (this is the view permission for portal sites)
Control Panel: Portal > Sites > Access in Control Panel (role members can see the Portal section's Sites menu in the Control Panel)

  • Minor - Minor loss of function, or other problem where easy workaround is present.
  • Closed - The issue is considered finished, the resolution is correct. Issues which are not closed can be reopened.

Test case:

1. Log in as admin
2. Create a new:
A. User: "userA"
B. Role: "roleA"
C. Sites:
a) open site: "openSiteA"
b) restricted site: "restrictedSiteA"
c) private site: "privateSiteA"
3. Define permission to the "roleA"
A. Portal > Sites > View (this is the view permission for portal sites)
B. Control Panel: Portal > Sites > Access in Control Panel (role members can see the Portal section's Sites menu in the Control Panel)
4. Remove all roles from the "userA"
5. Add the "roleA" role to the "userA"
6. Sign in as "userA"
7. Go to the Control Panel's Sites section.

Wrong behaviour:
The sites list is empty.

Expected behaviour:
All sites are visible in the sites list.

Should be closed because code was committed against a different LPS (https://issues.liferay.com/browse/LPS-31194)
