Using Asset Publisher with url tags Works Differently in 6.1 than it used to in 6.0.12

Description

Steps to Reproduce

1)Create web content Agriculture Test and give it tags Agriculture and A.
2)Create web content Agricuture and Gardening Test and give it tags Agriculture, Gardening and A.
3)Put an Asset Publisher on a page and configure it to display all web content containing tag A. It will correctly display both Agriculture Test and Agriculture and Gardening Test
4)Change the configuration of the Asset Publisher to also Include tags from URL.
5) Add /tags/Gardening to the end of the URL for the page with the Asset Publisher.
6.1.20 will now display both Agriculture Test and Agriculture and Gardening Test which is not expected.
In 6.0 Sp2, Asset publisher will display just the agriculture and gardening test web content, which is the desired behavior.

I have attached screen shots to view the differences.

Bug - A problem which impairs or prevents the functions of the product. LPS-26579 Asset publisher doesn't filter properly when using "contains all tags" and filtering by tags (multiple scope groups)

PASSED Manual Testing following the steps in the description.

Reproduced on:
Tomcat 7.0 + MySQL 5. Portal 6.1.20 EE GA2.

Asset Publisher with url tags does not work correctly.

Asset Publisher with url tags works properly.
