Pop-up overlay doesn't come with gray color in IE7

Description

In IE7 pop-up overlay doesn't come with gray color. When using IE8 and 9, the gray color is there, so it seems to be isolated to IE7.

I am attaching screen shots of "Manage pages" screen in IE7 & IE8

steps to reproduce

1) Go to DockBar
2) Manage Pages
3) Pop up will come
4) Gray overlay is missing.

PASSED Manual Testing following the steps in the description.

Reproduced on:
Tomcat 7.0 + MySQL 5. Portal 6.1.20 EE GA2. 

Gray overlay is missing.

Fixed on:
Tomcat 7.0 + MySQL 5. Portal 6.1.x EE GIT ID: 8d96de1023c25d13bdfc8c532132df3a38d3e323.
Tomcat 7.0 + MySQL 5. Portal 6.2.x GIT ID: d2e76527eda602d46fb0e5bdc67ebd89f6a1c6b4.

The gray color displays correctly.
