Description

Steps to reproduce / testing done:
1. Get IE8
2. Go to Control Panel -> Web Content
3. Create 21 Web Contents, as you'll need at least 2 pages
4. Click on the Web Content link in Control Panel (to reset)
5. Click on Search
6. Click on any web content to edit it.
7. Click on "Save As Draft"
You should get a "Internet Explorer cannot display the webpage" in your browser. If you check the length of your URL, it'll be around 2070+

Only Reproducible in 61x because Trunk changed search for web content

PASSED Manual Testing following the steps in the description.

Reproduced on:
Tomcat 7.0 + MySQL 5. Portal 6.1.20 EE GA2.

URL becomes too long and getting "Internet Explorer cannot display the webpage" message in IE8 when clicking Save As Draft button.
