Clients May Prefer Favicon Customization Options

We'll define our particular user as one who is authorized to make changes to a site they are administrators of or the portal.

When a user creates a site, they are able to set a default theme for a single site or the whole portal through the UI by selecting a theme they want to use. The user is also empowered to change the default logo for the whole portal, or the logo of a single site. Now, when a user wants to change the favicon of a site, they are unable to do so unless they create a custom theme.

It would be great to have a simple way to update the favicon for the whole portal or a single site.
