Default Password Policy shows no user is assigned to it, however it is in effect for all users

Description

The default password policy is in effect for every user (even users under creation). A way to test this is to set the Syntax Checking enabled and create a new user.
If you attempt to give it a short password, e.g. "test" it will tell you that the password is too short (or too long).

However, if you navigate to Control Panel -> Password Policies -> Default Password Policy -> Assign Members, it will show that no users are actually assigned to it.

PASSED Manual Testing using the following steps:

1. Startup liferay, go to control panel.
2. Add a user called user1.
3. Navigate to Control Panel -> Password Policies -> Default Password Policy -> Assign Members.

Reproduced on:
Tomcat 7.0 + MySQL 5. Portal 6.1.0 EE GA2.

In column, it shows that no users are actually assigned to it.

Fixed on:
Tomcat 7.0 + MySQL 5. Portal 6.1.x EE GIT ID: 8b84c881fa9dc6b0963cbd12f457b6bc0282dfca.
Tomcat 7.0 + MySQL 5. Portal 6.2.x GIT ID: a8d8d489fe6bb6b39631f6aecec5e8f6798c2241.

In column, all users are assigned to it.
