Can not send email to mutilple recipients

Description

When send email to multiple recipients I will get "Please make sure the following address is properly formatted."

PASSED Manual Testing using the following steps:

1. Deploy Mail portlet.
2. Add Mail portlet to a page.
3. Add a mail account.
4. Click the created account.
5. Click Compose Email on the left menu.
6. Enter "a@liferay.com,b@liferay.com" in To field.
7. Fill Subject and Body.
8. Send.

Reproduced on:
Tomcat 7.0 + MySQL 5. Portal 6.1.20 EE GA2.

Showing "Please make sure the following address is properly formatted." message when sending email to multiple recipients.
