Organization admin of sub organization can export users of parent organization

Description

Steps to reproduce:

1) Create two organizations: Parent (top level) and Child (child of 'Parent')
2) Create three users: Parent (member of Parent), Child1 (member of Child) and Child2 (member of Child with roles Control-Panel -> Users -> Export and Control-Panel -> Users -> Access in Control Panel)
3) Impersonate Child2, navigate to Control Panel
4) You will see Chi1d1 and Child2 as members and the export button (OK)
5) Clicking on the Export button will provide a .csv file that contains Parent user as well (not OK)

PASSED Manual Testing following the steps in the description.

Reproduced on:
Tomcat 7.0 + MySQL 5. 6.1.20 EE GA2.

Admin of sub organization is able to export users of parent organization.

Fixed on:
Tomcat 7.0 + MySQL 5. Portal 6.1.x EE GIT ID: ae5517cbb3cedfa18587a3253b3142d9fe36ef63.
Tomcat 7.0 + MySQL 5. Portal 6.2.x GIT ID: 705b0bd390adf5cde4500e4960866b38032a7456.

Users of parent organization can not be exported by admin of sub organization.
