Unable to download a document in IE8 with SSL

Description

Steps to reproduce:
1. Setup SSL. This can be done via Tomcat SSL, or Apache SSL connected to a regular Tomcat
2. Add a PDF, docx or pptx document to the document library.
3. Attempt to download the document via the SSL connection using IE8

Attached is a screenshot of the error from IE8, and the error log for IE8.

I removed the whole Pragma header as it should have the same effect. It was anyways unnecessary.

PASSED Manual Testing following the steps in the description.

Reproduced on:
Tomcat 7.0 + MySQL 5. 6.1.20 EE GA2.

Documents are unable to be downloaded in IE8 with SSL.
