Struts action hooks fail if the struts path is used as a parent-struts-path

Description

1. Create a hook that overrides the /sites_admin/edit_site_assignments and deploy it. The attached WAR uses the same code in sample-struts-action-hook, but changes the struts path to /sites_admin/edit_site_assignments
2. Navigate to the control panel as the administrator user and click on "Site Memberships"

A null pointer exception will get thrown and the page will fail to load.

PASSED Manual Testing following the steps in the description.

Reproduced on:
Tomcat 7.0 + MySQL 5. 6.1.20 EE GA2.

A null pointer exception will get thrown and the page will fail to load.

Tomcat 7.0 + MySQL 5. Portal 6.2.x GIT ID: 41e48149c61bea15b945e3704a5c8b69db507722.

The "Site Memberships" page is successfully loaded and Site Memberships is working as expected.
