As a Site Administrator I can create new responsive page layout in through the browser

The goal is Responsive designs build-able by the average Joe.

A page layout is what determines the position of the content and applications in a page. Currently Page Layouts can only be added to the portal by deploying a plugin that provides additional page layouts. With this new tool site administrators will be able to create new page layouts dynamically by using a visual tool. This tool will be explicitly oriented towards creating responsive layouts that adapt nicely to all devices and screen sizes.
