Maximum failures on account lockout doesn't work properly

Description

  • Go to Control panel - Portal - Password Policies
  • Enable Lockout
  • Set maximum failure to 3 and save your changes
  • Logout and try to login with a wrong password
  • Instead of the 3th try you will be locked out by the 4th login attempt

PASSED Manual Testing following the steps in the description.

Reproduced on:
Tomcat 7.0 + MySQL 5. 6.1.10 EE GA1.

User is locked out by the 4th login with wrong password.

Fixed on:
