Description

Freeform layout does not let you resize the portlets

To reproduce:
1) Change a page layout to freeform
2) Add a portlet to the page
3) Try to resize the portlet that you added to the page
4) You will notice that you can only move the portlet around, you won't be able to resize it.

Note: It does resize in certain situations, but for the most part you won't be able to resize the portlet.

FAILED Manual Testing following the steps in the description.

Reproduced on:
Tomcat 7.0 + MySQL 5. Portal 6.1.20 EE GA2.

I can only move the portlet around, I can not resize it unless refresh the page.
